A good breeder tests the parents for breed-specific genetic issues, such as hip dysplasia in Labradors. They should welcome home visits so you can see where the puppies are raised, and they should breed to improve health and temperament, not just for profit.

Red Flags to Avoid

Never buy from a shop window, because these puppies often come from puppy mills. Walk away from home delivery offers where you cannot meet the mother, and be cautious with pricing deals that seem too good to be true.
